granted. But it is not very realistic that the contents will remain
completely unchanged during the review and RFC process. An example
of a document which has changed content without changing version
number is ADQL 2.0; the PR and REC versions on the IVOA web site:

differ significantly (I can't present here a detailed list of the
differences, but for instance one has 4 more pages than the other
and the section numbering has a different structure).
