Comet release 3.1.0

Dear all,

I’m pleased to announce the release of version 3.1.0 of Comet, an
implementation of the VOEvent Transport Protocol.

This release adds support for running on Microsoft Windows. This seems
to work well, but I'm not regularly deploying Comet on Windows; I'd be
delighted to hear success (or otherwise) stories from users.
