"TimeSeries Discovery and Access DAL procedure" IVOA note

Dear all,

      In this IVOA note Marco and I summarized the procedure which can 
be foreseen for the development of new protocols and changes in existing 
DAL protocols necessary for discovery and acces to time series. This 
note formalizes the ideas presented at last interop during the second 
TDIG/DM/DAL/Apps common session.
