Draft VOEvent 2.1

Hi all, 

After Rob's comment, I went back to the VOEvent 2.0 recommendation. It is indeed stating that the WhereWhen section must follow the STC model.
The current schema 2.0 available on the IVOA website is not including all the STC elements that we need for our project. 

To me, this is clearly a case for an errata: the VOEvent 2.0 XML schema currently available is not fully compliant with the VOEvent data model. 
I will update my draft proposal following this path. I will remove the single extra feature that is presently in the draft (the addition of external AuthorURI), and we may discuss this separately. The rest of the schema modifications are just improving with implementation of the VOEvent 2.0 recommendation.
