VOEvent transport protocol Working draft online

Hi,

I'm really happy to see that discussions  are starting over about
VOEvent-related matters since with my French and Chinese colleagues we have
just began to experiment various techniques to distribute what will be the
Svom VOEvents.

However, until now, I'm not really convinced that a new protocol is
necessary to broadcast the VOEvent messages. There is a lot of existing
protocols dedicated to instant messaging (see for instance the Wikipedia
page), some of these protocols are widely used, robust implementations are
available for clients as well as for servers, and they seem to suit our
needs.

For  Svom the favorite protocol, at this point, is XMPP and we are working
with the ignite realtime (http://www.igniterealtime.org/) libraries and
programs to implement our tests. The first results are very encouraging.
