Rebranding

Hi,

With immediate effect, the IVOA VOEvent Working Group has transformed into the IVOA Time Domain Interest Group. John and I are the interim vice-chair and chair respectively of this group until the May Interop (when a change of chair was planned anyhow). A new charter for this group is in the process of being written but the intent is recognize the wider community than just transient event notification.
