Having reviewed the DocStds and poked around a bit, it isn't obvious (to me) what corresponds to the action that initiates this posting period.  Should it correspond to March 7 when the candidate VOEvent v2.0 PR was posted to the twiki:

or does this message (cc'ed to VOEvent and TCG) serve, or is there something else I still need to do?

I've uploaded your version of the figure and updated the document to include this.

Ok.  Let me know whether I have successfully "two week posted" the document or what still needs to happen.  Two weeks from the start of this period I will (attempt to :-) move it to RFC.
