VOEvent reference implementation

We would like to announce the next version 0.2 of the reference library 
for VOEvent2, built from the VOEvent2 schema that Rob sent round a 
couple of days ago. It is a pure Python implementation, autobuilt from 
the schema with "generateDS" code binding, and autodocumented from the 
schema with "sphinx".
