moving to RFC

As Roy announced over the weekend, the latest VOEvent v2.0 PR is available at:

Sarah will be moving this into the official location tomorrow.  At that point, and absent any objection, I will ask her to change its status to RFC.

RFC means "request for comments", which said, please continue to do so.  Presumably comments like Norman's yesterday about the text will continue.  The highly desirable timetable at this point is to complete the RFC process before the TCG (Technical Coordination Group) meeting at the Naples InterOp in May.  We have about 5 weeks and the RFC stage requires at least 4 weeks. It will be tight.

If we can get v2.0 in front of the TCG before their meeting, they will have a chance to review the document at the precise moment that it will do the most good.  After the meeting their attention will turn to their numerous other projects, of course, and we will have lost the wind from our sails.

There is some possibility that the final step of getting sign-off from the TCG and placing it on the agenda for a vote by the Exec can occur in Naples, but more likely that final vote will happen at a subsequent Exec telecon shortly after Naples.  By contrast, missing the intervening target of TCG discussion would likely extend the process by several months, however.
