Maybe it's my parallel enthusiasm for data compression issues, but this does seem close to the heart of the matter.  There is an inherent complexity to data products of different types.  In particular, a report of celestial variability can be extremely broad in its content.  This extends from a single observation (a "data point" can represent quite a complex data type) to series of observations (in time or any other dimension).

As we consider VOEvent v2.0, we should consider where the complexity needs to be carried to address the underlying use cases.  A VOEvent message, for instance, could simply be an alert saying "Hey, over here!  New information on object XYZ has been registered at IVORN ivo:ABC".  Would this satisfy the requirements?
