I would like to see orbital elements and ephemerides allow for uncertainties in the elements and in the ephemeris predictions. I don't know if that has already been thought of, but I know the most common source of ephemerides at the moment (the MPC) often doesn't include an ephemeris error, so thought it might be worth mentioning.
The motivation (I'm imagining) is that the most common things I think you'd want to send out a VOEvent about would be newly discovered objects, where the error in the orbit and ephemeris predictions could be anywhere from very large to relatively small - depending on the amount of time from when it was last observed to the time of the ephemeris. This seems like it ought to be useful information for people attempting to follow up the object.
