The Call for Papers just arrived for the SPIE Astronomical  
Instrumentation meeting next summer in San Diego:

The Observatory Operations conference (# AS107) includes an special  
focus on the "rising challenge of time-domain investigations".   
VOEvent related contributions are strongly encouraged.

If you haven't attended an SPIE meeting before, these are excellent  
and often visionary community get-togethers.  In addition to the  
various hardware tracks, one can count on new perspectives on tech- 
dependent science issues.  Many movers and shakers attend.  In recent  
years there has been a growing trend to include software as well as  
engineering and operational process tracks.  (See AS110: Software and  
Cyberinfrastructure, and AS108: Systems Engineering, for instance.)
