One of the next pieces of the VOEvent structure is the "stream" 
definition, it is like a schema for a particular set of events. The 
stream defines the Params and Groups that will be used in events of that 
stream, their meanings and UCD and units and descriptions. When the 
event comes, it simply provides values for those pre-defined paramters. 
Examples of streams are: Fermi, OGLE, Catalina, AAVSO, etc.

Thus the event provider is constrained by the Params they have already 
defined as their stream metadata.
