New vice chair for VOEvent

Hola,

The IVOA Exec has acted expeditiously to confirm Alasdair Allan as the  
Vice Chair of the VOEvent WG.  Those who attended the first VOEvent  
workshop will remember Al typing in the first scraps of <VOEvent> XML  
on the projector, so this merely confirms his attentive role in  
steering VOEvent activities.
