The replies are getting away from me...

...we're attempting to say the say thing.  You are just more  
successful at it.

I meant to that that a <WhereWhen> element from a specific packet can  
state a particular absolute epoch in multiple systems, and that these  
systems can therefore be used to renormalize the zero point of a time  
series stated with relative steps (no matter how and where the time  
series is itself expressed).
