VOEvent, unique id's, and IVORNs

...and similarly, done. New eSTAR events should come through as,

   id="ivo://uk.org.estar/estar.ex#..."

If I ever turn our internal GCN translation back on for the outside 
world, although I don't see much point in doing this, then these will 
come through as,

   id="ivo://uk.org.estar/gcn.gsfc#swift/..."
