VOEvent, unique id's, and IVORNs

Note that, from a formal definition point of view, there is no need to
put location information in the authority Id, but neither is it
prohibited.
What I am saying is that ivo://estar/, rather than ivo://uk.org.estar/
would be legal, too.
(For the bibliographic dataset Ids the authority Id is ivo://ADS)
It all depends on what is (going to be) in the registry.

I don't mean to disrupt or confuse the current discussion, but offer
this as a footnote for completeness, so don't let this distract you.
But be aware that not all IVOA authority identifiers will look like
what you are using.
