An STC "when" and "where" example

We are not talking about webservices in the abstract, but about an
astronomical service where it is, in my view, the duty of the server
to provide all available detail that is scientifically significant.

This is generally accepted practice, analogous to what is, for
instance, required for IAU Circulars.  See, e.g.,
