Unit string of dimensionless quantities? VOUnits ERRATA required

I went to add to this as a GitHub issue, but in doing so remembered that we already have an outstanding issue on this, [1].  Do you agree, Alberto, that that issue duplicates your report here?

I'm afraid I've dropped the ball on this – apologies.  There are now two issues there which I should contribute to.  I won't promise to do that in the next couple of weeks, but I've assigned it to myself to make sure I take some action in the New Year.
