Note that there is not one IVOA ontology but rather a set of (less
formal) vocabulares, cf. http://www.ivoa.net/rdf

For now, the question is rather whether or not we want to change the
responsibilities as currently envisioned in the Vocabularies PR;
thinking about who could do what would be a second step.
