VEP-011: datalink/core#thumbnail

As the proposer of #thumbnail, we picked it because it seems to be a common
term used to mean "fairly small preview", hence it is a child of preview
(narrower). The general usage is that a client could feasibly load and/or
display many thumbnails at once because they are small, so it is really a
hint to a user interface.

Yes, data providers can chose the appropriate one and there is no specific
"size" that makes a preview qualify as a thumbnail. At least for CADC,
there is usually (~always) a #preview and a #thumbnail ("the better one or
the smaller one" :-) but one doesn't need to have both to benefit clients.
