If a datacentre wants to publish VOTables with links to a new type of
metadata, then the current NMTOKEN value is fine, and the x-prefix
provides a way for them to add new @content-role values when they need to.

The only thing it doesn't do is provide a discovery mechanism.

The problem anyURI addresses is with the scientist who receives a
VOTable which contains an unknown @content-role.

Specifically :

How does a scientist find out what 'x-experimental-021' means ?

How does the datacenter tell everyone about their new
'x-experimental-021' links and how to use them ?

If the experimental link type is adopted by the IVOA, how do we tell
everyone that 'x-experimental-021' is now called 'ivo-range-info' ?

AnyURI just provides a discovery mechanism, nothing more.
