Interesting paper on the versioning of SKOS vocabularies

Hi all

As a follow-up of our recent exchanges on versioning, an interesting 
paper by Jakob Voss :

"Encoding changing country codes for the Semantic Web with ISO 3166 and SKOS"

It deals about encoding ISO 3166 country codes with SKOS and raises some problems of the current specification.
