It's been available in every release of the vocabularies so far.

The vocabularies have been available from 
http://code.google.com/p/volute/downloads/list. The most recent tarball 
of the vocabularies is 
http://volute.googlecode.com/files/ivoa-vocab-1.0.tar.gz
