As a strategy (perhaps even a "philosophy"), I suggest "core" means  
something more like the intersection of a brief list of vocabularies  
than the union of an exhaustive list.  It took the OED 71 years to  
reach v1.0.  I don't believe any of us are signing on for such a  
project.
