Folks,

I've put a vocabularies-0.04 at <http://www.astro.gla.ac.uk/users/norman/ivoa/vocabularies 
 >, with the corresponding issues list at <http://www.astro.gla.ac.uk/users/norman/ivoa/vocabularies/issues 
 >.  The latter has been extended by a couple of issues that seemed to  
arise in the last few days, and has the first two issues  
[masterformat-1] and [distformat-2] marked as provisionally resolved.

I've made a variety of edits to the document, reflecting the  
discussions of the last couple of days.  In particular, there is now  
rationale included for the above provisionally resolved issues.

There's now an explicit list of requirements for a conformant  
vocabulary, and I've moved Rick's 'golden rules' to sit beside the  
requirements.

Question: Do you agree that I've included adequate mention of the  
issues of the last couple of days?  If there's an issue you thought  
was live but which isn't acknowledge here, please do say (I've an  
uncomfortable feeling I've forgotten something important).

Ed and Brian in particular: I've referred to ontologies only to the  
extent of saying this isn't one of them.  Pace the on-going list  
discussion about this, is there particular text you'd like me to  
include here?  Also, I realise I refer to the `Ontology of  
astronomical object types' WD -- is there a corresponding reference I  
should add for your work?

If there's text you want to add, mail me, or I can add you as a  
committer to the repository (initially, I guessed that more folk would  
want to do the latter, but it's fairly obviously unlikely).
