I think I found the origin of the "qui pro quo" : the WG twiki page
was created (probably by Markus?) with the following sentence

inserted at the top of the page.
Furthermore, a section called "Members", a cut-and-paste relic of the
previuos UCD wg page, increases the ambiguity.
Lets put it this way: if you read me, you are a member.
And to do our job as Semantics WG, lets define the neologisms
"active member": you have something to say, and you say it
and for simmetry
"passive member": like me in VOEvent: I'm listening but I'm not speaking
Both are sub-classes of the Class "member".
