UCDs, metadata and AstroOntology

I understand Ray's concerns for smooth migration.  How about these two
schemes?

1. Start with the existing UCDs: use them as atoms.  Add some of the new atoms
as determinatives where the existing UCDs are ambiguous.  E.g. where
INST_BANDPASS could mn a number of things, extend it to

INST_BANDPASS/wavelength/central
INST_BANDPASS/wavelength/extent
INST_BANDPASS/frequency/central

etc.  (substitute your own favourite terms for the actual determinatives)

2. If we define the new UCDs as tuples, it may be easier to see how they fit
in to existing schemes.  We may avoid getting hbung up on notation.
