RFC start for DocRegExt-1.0

Dear IVOA members,

We invite the community and TCG to review the Proposed Recommendation 
"DocRegExt version 1.0" at:

DocRegExt is a VOResource extension for registering documents useful for 
teaching and learning the Virtual Observatory. It re-uses common 
VODataService (CatalogResource) metadata and adds the concept of an 
edition; for the VO this is somewhat new because we care about national 
languages and linking source code.

The RFC period is Nov 15. 2025 – Jan 15, 2026. As usual, comments shall 
be provided by editing the above-mentioned RFC wiki page; it is also 
possible to use GitHub Issues (the GitHub repo is available at: 
https://github.com/ivoa-std/DocStd ).

As it will end just after the Christmas and New Year period, do not 
hesitate to review it as soon as possible.
