Data Discovery in pyVO

Dear Colleagues,

At the last interop, I had discussed a proposed overhaul for the pyVO
registry interface.  I have now added a few RegTAP 1.2-proving
(more on this later) constraints to thisqand made the whole thing
into pyVO PR #289 <https://github.com/astropy/pyvo/pull/289>.

This quite likely will still need a bit more thought and work, but
I'd be grateful if you could have a look and comment (or even
contribute...).
