Proposed Erratum for RegTAP 1.1: No Case Folding for table_name

Dear Registry, dear TCG,

To fix the problem described in
http://mail.ivoa.net/pipermail/registry/2021-August/005458.html, I'm
proposing an erratum to RegTAP 1.1; at its core, it just says RegTAP
services should no longer lowercase rr.res_table.table_column.

Any comments or suggestions for improvements are most welcome.  

As to implementation, reg.g-vo.org has already adopted this, risking
temporary non-compliance.  For the STScI searchable registry, this is
a non-problem because it relies on case-insensitive searches on the
side of the database.  The EuroVO RegTAP service still behaves as
prescribed by pre-erratum RegTAP 1.1.
