IVOA Standards records for the RofR: Adding to GitHub

I was planning on bringing this up just before the May 2020 meeting and cajoling folks for input in person, but alas you get email today instead.

It recently came to my attention that there are quite a few IVOA standards that do not have a VOResource instantiation in the Registry of Registries, and several more that are behind in terms of versioning. That's largely on me as current chair not keeping up with that as standards have passed through TCG and Exec, so I'd like to fix it. Whether the records' inclusion in the RofR is something we think makes sense in the long run may be its own question we can ask ourselves again and update standards-about-standards to revise, but the current mixed bag in operations is worse than nothing.
I've been working behind the scenes a bit with Pat and Janet (especially as the manager of the RofR operations) to template out a process for getting resource records written and included in the RofR. Some exist in volute already, whether they are or are not in the RofR. I've found none in GitHub (Please tell me if I've missed one).
As a test, I've ported a registry standard with a VOResource record existing in volute (but not in RofR). The plan is to ensure each standard project in the new GitHub includes a .vor file with its VOResource standard representation, and it will be up to the Registry chair or co-chair to pass that along to RofR. I'll put some effort into automating that, checking for the file around PR, etc once we're caught up! Please if you have any comments, add them here or on the pull request, sooner rather than later:

TCG chairs and vice-chairs, I'll be in contact about any missing records after this is settled and I've caught up on the missing and outdated Registry WG standards records.
