reharvested registry documents in the RofR

Hi,

This is to let everyone know that we have recently reharvested all the
registry documents in the RofR.

The reharvesting ignored validation errors, as per the agreement at the
College Park Interop. Emails were sent earlier today to individual
registries about their validation status.

There is also a managed authority clash, the two involved registries have
been notified and we can make the correction once the problem is resolved.
