I jumped the gun a bit - there is one - however, it is only locally defined, so not referable outside the xml schema https://www.w3.org/2009/XMLSchema/XMLSchema.xsd - actually I should have realised this anyway without looking at the schema, as the default behaviour for attributes wrt namespaces is the opposite of elements as they are automatically in the global namespace if not explicitly labeled with a namespace at the point of use.
So I think the best idea is to define the schema version attribute in the StandardsRegExt schema and then reuse that by import in other schema, which gives the best safely against name clashes and also then there is only one definition/meaning of the attribute.
