VOResource new WD

Dear Registry,

Comprising the changes that resulted from the discussions since
Trieste, there's a new Working Draft for VOResource 1.1 up on
the document repository now, 
http://ivoa.net/documents/VOResource/20170123/index.html

The changes from the 2016-10-10 WD are pretty minor in content (an
svn log has been appended).  Unless someone protests, I'll go to PR
with this (with perhaps another round of editing the Changes section
to make it more useful).

First volunteers for trying things out are already on board, but more
would be fine; in particular, if you're using relationship,
date/@role, or content/@type and content/@level in non-trivial ways,
you'd be more than welcome to see if the new vocabularies help you or
harm you.

Editorial changes hopefully without normative consequences

This includes reworked explanations in the schema (and typographic 
quotation marks there), in-doc terms for date_role, some attempts
at helpful advice in the document, and some typos fixed.

Also, removed HTML rendering.

VOResource terms: date-role no longer has deprecated terms as subproperties
of the new ones.
