Well... since I carelessly wrote up that programme I think I've
volunteered by default, so I've taken some steps to cover (1) and
(2).

A draft for the wiki page, including a link to the template, is now
at http://wiki.ivoa.net/twiki/bin/view/IVOA/WriteAStandardsRecord
(and it's already linked from our WG home page).

I'd really appreciate if people could look at that and see whether
that's marginally understandable, reasonably entertaining and, most
of all, good enough that people will actually produce these records
in the future.  As always, fixes to the text are welcome (inquire for
volute access if necessary, but I also take diffs).

When that's done and nobody protests otherwise, I'd move on to

together with Yulie's original collection of where things are missing
or out of date.
