Thanks for reporting this.
I investigated and I confirm that the resource ivo://CDS.VizieR/I/221 as hosted in the legacy EuroVO is dated relative to the one published by VizieR.
Incidentally, the new (beta) EuroVO registry has the correct version:

I examined the harvest logs of the legacy registry and it appears that Vizier is regularly harvested. Given that this is done with daily incremental harvests I speculate that the update version of the resource fell through the cracks so to speak. This could be due to a bug in the legacy system's harvesting logic or by the resource being assigned an updated attribute slightly older than the actual time (i.e. in a time window that has already been swept by the incremental logic - if my metaphor makes any sense).
I expect this to be fixed at the next full harvest.

Also - and that's why I still publish in the Registry mailing list - it seems that the EURO-VO registry is presently out of date, at least for the example cited below, and since several months, I'm afraid. The up-to-dated record from VizieR is this one: http://cdsweb.u-strasbg.fr/reg-bin/vizier/oai_CS.pl?verb=GetRecord&metadataPrefix=ivo_vor&identifier=ivo%3A%2F%2FCDS.VizieR%2FI%2F221 notably by providing two capabilities for CONE SEARCH, one for each individual table (not really easy to use, but there is presently no other good VO registry solution for that). EURO-VO still have the old record version providing only one CONE SEARCH capability declaration (only for the first table I am afraid).
