Registry Interfaces 1.1 working draft

Hello all,

I've been working on another round of edits to the Registry Interfaces 1.1 document recently, especially regarding harvesting registries and use of the RofR, since our new RofR maintainer Yulie Zografou has kindly agreed to some extra work to make that process cleaner.
