created and updated attributes

Hi,

I wanted to solicit opinion as to whose responsibility the values of the 
created and updated attributes should be:
is it the job of the registry to make sure that the values of these are 
kept up-to-date, overriding values that the user might put in, or is the 
onus on the user who is providing the resource record?

Carnivore keeps its own internal record of creation and modification 
dates and so ignores these values since a publisher might want to create 
a record with a postdate in it: e.g. Vizier supplies resource records 
that have creation dates a month in the future since they are related to 
tables from electronic jounal versions (which are always available long 
before their official dates).
