OAI errors and exceptions

Hi,

The OAI specification says that repositories should report all errors 
or exceptions that arise from processing the OAI request. Do we want to 
mandate something in the registry interface that all errors or 
exceptions relating to an OAI request must be reported or are we happy 
to leave it that at least one error will be reported.
