Yes.  I wrote the following notes on DOI wrt VO:
http://nvo.ncsa.uiuc.edu/VO/metadata/aboutdoi.txt

It ends with the following recommendation:

  "Recommend our own prototyping.  Similarity of approaches may allow us
   to reconsider again in the future."
