ConeSearch and TabularSkyService

The Cone Search service have always be defined as a TabularSkyService 
since the latter was first created, before there was such a thing as ADQL.  
The *official* definition (because it's in the schema) of 
TabularSkyService is:

   A service that interacts with one or more specified tables
   having some coverage of the sky, time, and/or frequency.

ConeSearch is such a service.  No use of ADQL required.
