RFC: Resource Metadata V1.0

In the example, there actually is nothing at InterfaceURL
 thttp://archive.stsci.edu/cgi-bin/sdss/catalog.html

But there is something at
http://archive.stsci.edu/cgi-bin/sdss/catalog/catalog.html

I noticed this because the baseURL was lower than the InterfaceURL which 
did not make sense and
so it was confusing.
