Promote RM document to PR status

Hi Marco,

As chair of the Registry workgroup, I'd like to ask that the Resource
Metadata document, currently sited at:
  http://www.ivoa.net/Documents/WD/ResMetadata/WD-RM-20031016.html
be promoted to Proposed Recommendation level.

In accordance with the standards process
