My take is that the current differences between the RM document and the
schema should *not* hold up the RM's elevation to a Proposed
Recommendation.  In general, I feel that the prose document should lead
the schema through the standards process (i.e. RM should become a Proposed
Recommendation before the schema).

The RM document does state that certain differences between the RM 
document and a particular encoding scheme is allowed and expected.  If the 
current set of differences are beyond acceptability, it should be argued 
that before the schema can be promoted to Proposed Recommendation, either 
of the following should happen:

   o  the schema should be revised to eliminate unacceptable differences. 

   o  the differences should be resolved in RM v2.0 which should be 
      reviewed as a WD and promoted to a Proposed Recommendation.
