Location of imported schemata

Hi,

Can I make a request that all <xs:import> statements in the schemata we
use have a valid schemaLocation attribute, with the default being
http://www.ivoa.net/xml...; otherwise automatic tools will not pick them 
up and we will have to hack the schemata we want to use before we can use
them, which is something I at least want to avoid doing.
