VO and ADEC identifiers

The point is, it doesn't really matter what is used, as long as it doesn't 
collide, it's completely up to the data provider.  That is the perspective 
of the IVOA ID WD.  If some want to refer to instruments--fine; others to 
an observatory--that's okay, too.
