Resource Metadata V0.82

Based on much valued feedback from Tony, Anita, Ray, and others, I have
updated the Resource Metadata document and hope that you all have a chance
to review it prior to our discussions in Strasbourg.

It is available currently from my website, and with this e-mail I ask that
Marco install it in the IVOA document collection when he gets a chance.

I believe I have noted all revisions in Section 7 of the document.
