Based on responses to this call for presenters, I'll propose the
following as an agenda:

The first day will consist of a mixture of discussions and
presentations.
The first discussion will be about the scope of the work: what standards
should we be working on, how they should be presented and how the group
organises itself.
The second discussion covers requirements: what are the basic 'givens'
of the IVOA registry, what functional and technical things must be
there. (We don't want to try to get all requirements covered - that'll
be one of the tasks of the group overall.)
The final discussion of the day is about work packages. I've proposed
that the work of this group be split into 4-6 work packages with 2-3
people working on each WP. If this is acceptable, this discussion will
be about what WPs are required.
The second day will follow on from the WP discussion and will consist of
all discussions. We will spend time discussing each WP: what the scope
of their work should be, who will be in the WP group, outline
plans/roadmap.
Finally we will end with plans for the May meeting (15-16th) - what
documents will be presented to that meeting, whether we need pre-meeting
meetings (12-14th), etc.
How does that sound?
