Just two technical points on this issue
1. a string can conatin anything if it is in CDATA
2. If the key is split in multiple elements as Tony suggests dont think
this precludes putting it in a cell of the VOtable or anyplace else. A
shard of XML is after all only a string.

Personally I like the ID split up this also does not prevent one of the
tags in the ID being acomplete url string with all ? and &s included
i.e. best of both worlds, although this seems OTT.
